A temporary situation in open outcry markets where market conditions in the stockmarket and other markets are volatile and excessively heavily traded, so that floor brokers are not held responsible for the execution of orders. These days there are very few open outcry markets, such as the NYSE, and orders are handled electronically and automatically. Thus, fast markets rarely occur.
