In the South African context, service delivery refers to the government's provision of essential public services—such as water, electricity, sanitation, housing, healthcare, and education—to communities. It embodies both the infrastructure and the implementation of equitable access to these services, particularly in historically underserved or disadvantaged areas. Service delivery remains a central issue in South Africa’s post-apartheid transformation. It reflects the state's efforts to redress systemic inequalities and fulfil constitutional mandates under the Bill of Rights. Shortfalls or inefficiencies in service delivery often spark public outcry, protests, and community-led activism, making it a barometer of governmental accountability and social justice.
