The governing ability of a failed state is weakened to an extent where it is unable to fulfil the organisational and administrative functions required to control people. The State can only provide the minimum of public services. Education and health services deteriorate resulting in, for example, a decrease in literacy rates and the increase of infant mortality rates. Failed states have crumbling and unreliable infrastructure and utility services. An environment where corruption flourishes results. Growth rates are negative and honest economic activity is hampered.
