An impartial body established in terms section 12 of the National Credit Act (34 of 2005) whose function (in terms of section 13) is to "promote and support the development, where the need exists, of a fair, transparent, competitive, sustainable, responsible, efficient, effective and (i) historically disadvantaged persons; (ii) low income persons and communities; and (iii) remote, isolated or low density populations and communities, in a manner consistent with the purposes of this Act". The enforcement of the Act has seen a significant curtailment of the activities of lending institutions who now have to ensure that people who borrow money from them have the means to repay it.
