In the mining industry, in terms of section 54 of the Mine Health and Safety Act (29 of 1996), the Mine Health and Safety Inspectorate can order the mine to cease operations after a fatal accident while the accident is being investigated. During the Zuma era, section 54 stoppages were used as a political tool against the mining sector and productivity often suffered badly. In many cases, investigations do not require the entire mine to be closed down for an investigation - only that part of the mine where the accident happened. The numerous section 54 stoppages have, however, had the effect of sharply reducing the number of fatal accidents on South Africa mines.
