An approach to budgeting adopted by the South African government which identifies 12 key outcomes. Those outcomes are: (1) Improved quality of basic education (2) Longer and healthier life for South Africans (3) That South Africans feel safe (4) Decent employment (5) A skilled and capable workforce (6) An efficient, competitive and responsive economy (7) Vibrant equitable and sustainable rural communities with food security (8) Sustainable human settlements with improved quality of household life (9) Responsive, accountable, effective and efficient local government system (10) Protection of environmental assets and natural resources (11) A better South Africa, safer Africa and world (12) Efficient, effective and development oriented public service and an empowered fair and inclusive citizenship.
