Better known as the MTBPS or the "mini-budget" this is a statement by the Treasury given by the Minister of Finance at the end of October each year. It considers the medium term economic outlook for the country and then gives fiscal policy proposals and allocations for the various sectors. It looks forward three years and estimates the government deficit and borrowing requirement in each of those years.
