A situation in which an offical (either commercial or government) can derive a personal benefit from a decision which he is making or is a party to. Conflicts of interest litter the landscape of the post-apartheid South Africa and especially the Zuma/Gupta era. Many of the decisions made by state-owned enterprises (SOE) involved a conflict of interest where the person making the decision stood to benefit either directly or indirectly from the result of that decision. Most of the corruption associated with Eskom or Transnet can be ascribed to a conflict of interest where an official has made a decision which is in his/her own interests and not in the interests of the SOE.
