This is a ratio used in the insurance industry to establish the direct costs associated with acquiring, servicing and underwriting the premiums earned by the company. These costs could include salesman commissions, wages and advertising. These are divided by the company's net premium income in the period. This gives an idea of the company's effectiveness at bringing in new policies, before the costs of claims against those policies are taken into account.
